Jeff HochmanJames C. Day, counselor at ASERO Worldwide, has more than 40 years of law enforcement experience that includes more than two decades of service with the U.S. Department of Justice. Mr. Day uses innovative methods to facilitate the coordination and implementation of complex law enforcement programs, policies, procedures and training to law enforcement executives, government leaders and members of the private sector.

While serving as the law enforcement coordinator for the U.S. Attorney in California’s eastern district, Mr. Day was assigned to the district’s regional terrorism threat assessment center. He assisted in the development of the terrorism liaison officer program, a cooperative law enforcement effort designed to neutralize terrorist threats. He also served as permanent liaison with federal, state and local law enforcement agencies, where he coordinated information and provided a forum to exchange intelligence data.

Mr. Day developed and implemented efforts to enhance coordination and cooperation among 250 federal, state, local and tribal law enforcement agencies as a manager of one of the largest U.S. Department of Justice law enforcement coordination programs. In this capacity, he performed needs assessments to develop and coordinate task forces, committees, activities, policies, procedures, training and other response programs specific to law enforcement needs, priorities and capabilities. As an ombudsman, Mr. Day was responsible for identifying and mitigating issues among multilevel agencies that impact joint operations, coordination and cooperation.

Prior to joining the U.S. Department of Justice, Mr. Day served as a sworn peace officer in the State of California for the Napa County Sheriff’s office, the St. Helena Police Department and the San Luis Obispo County Sheriff’s office.

Mr. Day’s career in law enforcement and specialization in anti-terrorism began with his service in the U.S. Army, where he was a counterintelligence special agent. Mr. Day was involved in classified activities which included conducting special operations related to counterterrorism, espionage, sabotage, subversion activities and internal defense. As a consultant to facility commanders, he performed counterintelligence surveys and inspections to determine measures required to safeguard a command from threats and prevent the unauthorized disclosure of classified information.

Mr. Day earned a Master of Arts in Public Administration from Golden Gate University and a Bachelor of Arts in Criminal Justice from California State University, Sacramento.
